Add RCD and rotary isolator with outdoor outlet and add inlet and outlet pipes

We have a spa pool that is setup on site and we havve direct 15amp wiring to its location, however we dont have an outlet or required RCD or rotary isolator. Alongside that we have inlet and outlet pipes that need to go to the heatpump 5m away. There is a 90 degree turn midway and then at the pump.
