Letter of verification (or PS4) covering the building work required

I need to obtain a Code of Compliance Certificate for my garage under the existing house from the council. The building consent was issued in 2000 but the previous owners never got the last inspection done and did not obtain the code of compliance cert. The council asked me to engage a chartered professional engineer who can provide either; an assessment (report) of the area of works in the building in order to verify the structure, or, a letter of verification (or PS4) covering the building work as it sits currently.
