Staircase Steel Mounting Bracket Replacement

The external staircase leading into our rental property is "joined" to the balcony by what appears to be two thick steel plates/brackets (see photos). These brackets are rusty and I'd like them replaced. It might involve having a steel machinist make new brackets? They are approx 250mm x 50mm in size. Unsure of thickness or exact shape. Happy for someone to take a look first. Not sure if they can be replaced one bracket at a time, or if the stairs need to lowered to the ground while removing and attaching new steel brackets?

Our job required a set of stairs to be re-welded to the deck due to the brackets rusting. Tama from AES was great from the start. He communicated regularly contacted me with updates etc. After completing the work he also fixed some other parts that were rusting and painted rust prevention paint on the stringers and added some more bolts to ensure the stairs were safe. Thanks Tama :-) Yes I would definitely use AES again.
