Roof gutter not draining

Guttering is not draining and overflows at the join where it is slightly sagging. Downpipe was tested when a large amount of vegetation was removed from the guttering two months ago and was reported to be clear. Suspect guttering not level and not flowing to downpipe. Would like someone to assess the problem and quote to fix. It is a simple guttering system with maybe 12m of gutter on one side of low-pitched roof, with one central join and downpipe at one end. Also keen to get quote for gutter protection, but can look at that separately if it's not something you are involved with.
