Stopping codensation forming in roof space

We have heaps of condensation in our roof space. A quick google tells me this is due to lots of humid air coming up from ground floor, with not enough ventilation in room space. We need an affordable solution to reduce condensation in roof to a) protect roof from rot, b) reduce moisture content of an already damp home and c) keep the roof space dry so we can store stuff in the attic. There are also lots of rips and tears in the moisture barrier on the underside of the roof- not sure if this is an issue or not.
