Overflowing Spouting

My Plastic Spouting is overflowing at 2 locations - one at the front and one at the back. The gutters had been cleaned last year. I suspect the downpipe system and the storm water drainage system are not up to the mark. I need this checked and also some extra brackets to hold the spouting.
