Replace/repair spouting to prevent clogging

The back of the house is subject to significant leaf litter including Norfolk Pine needles. It is a straight line, about 14 metres. However I did get suckered by a roofer and the current roofing was put right on top of old roofing which might make things more difficult. The existing spouting doesn't have a very significant fall, the end result being that dirt turns it into a hydroponics experiment, plus the downpipe capture becomes covered and clogged with detritis causing overflows. What I'm looking for is to replace the guttering with a more useful fall line so that it will self clean better, find some way to prevent the Norfolk needles and general leaves finding their way into the system or deal with them if they get in, dirt settling and therefore the need to clear the system as often. I'm not a fan of the mesh over the mouth of the gutter because that still allows the dirt in and if weeds grow in there how do I then clear it? Can you provide some advice and an estimate for the above? Property is tenanted so if you want to go look I'll need to advise them first.

Job looks good. Leaf diverter already has caught some leaves so that's proved a good decision. Some mud from old guttering sprayed onto walls and left.
