Roof "warrant of fitness"

We are a small complex of 10 apartments - 3 stories high - in Takapuna. Our building/roof is 10 years old and we have noticed a couple of the right-angled joints in the spouting are leaking. We think it would be wise to have a "warrant of fitness" on the roof including re-siliconing spouting joints where/if necessary plus any other obvious issues which need attention. Our roof is long run with a very small amount of membrane.
