Gutter Access - glue bird spikes

We have 10-15m guttering on the 2nd story of our two story house that we are needing Bird Spikes installed on. Access is tricky, an easy enough job once you are up there but it's the access that we are unable to do with our standard ladder. Wanting the job done ASAP as the birds are making a mess of our outdoor area below.
