Cracked Tile roof repair

I have a leak into my house and one concrete tile had slid out after the storm in April and was pushed back in and siliconed by plumber in late May. Leak is still happening. Another concrete tile has been found to be cracked. I have spare concrete tiles that can be used to replace the cracked one and the ones that have the silicone around them. This issue has been hanging around way too long and I want it resolved before the internal walls get replaced.
