I have a flat roof on my property. There is a downpipe from the internal gutter on the roof through the surfeit down to the gully trap on the ground. It seems that some minor amount of water is missing the downpipe and appears to be running down the outside of the downpipe. I am not sure if any water is running into the surfeit. The roof is relatively new, replaced in 2011 and it is coloursteel.
