Repair decramastic tile roof

I have just bought a property and the inspection report said 1) some of the tiles are damaged and sagging and need to be replaced. 2) The bottom row of tiles have been fixed to the pan. "We recommend that all the nails on the bottom row which are fixed through the pan are removed and replaced with a fixing system which has rubber washers. 3) Re-chipping to the decromastic chip required. 4) Some tiles are rusted and need replacing.
