High downpipe blockage

Check for blockage in a roof downpipe in a difficult position - 3 stories high, and while easy access to the roof is available, the roof slopes at 45 degrees, so safety harness is mandatory. Downpipe goes internal after 600 mm. However there is limited access to an inspection plate in the ceiling crawl space that may avoid resorting to external inspection. A H&S plan is required.
