Tile roof repair

A few roof tiles have fallen off. A couple of corners of the roof have also gotten dislodged and broke off. From my observations I see there may a be a problem with the concrete that was used to glue the bits of the roof together as some of the concrete is crumbling. The house was built in 2004, so roof is 14 years old. House is two stories and roof tiles that fell off are on the very top of the roof.
