Paint/fix peeling bathroom ceiling and maybe install a shower dome

This ceiling has been fixed twice but still peels again. It is not a large ceiling but gets moisture from the shower - it has been suggested we cover it with something waterproof. I need advise on ventalation and would like somebody to have a look and maybe quote.
