Lawn drainage/neighbour driveway runoff

Hi there, Our back lawn / side of the house has clay soil which gets very soggy when it rains as it takes a long time for the water to drain away. In very heavy rain there is some minor pooling. I'm assuming a french drain will be required. We need someone to come and take a look and give advice on what to do about it / do the work. The worst of it is where water is coming onto our lawn from the neighbours driveway. Our stormwater pipe is also blocked (tree roots was what the person that dried to unblock it said). I have one quote already but looking for the simplest solution. Cheers, Matt
