New Gutter Guards and Installation of Water Gutter Harvesting

A small section of my gutter is in need of care, three or fours gutter guards are with overgrown moss and need to be replaced, and by the looks one piece of the gutter disconnected from the bracket (we can't see clearly from the ground) The gutter section that needs to be serviced is on the second floor of the house (6M high), could be reached by a scissor lift or a tall ladder (not sure if scaffolding is needed for this type of job - I'm happy to hear a different opinion on how it should be serviced I need somebody to install a new water tank to harvest the rain water from m
