Rain water tank valve and handle replacement

Kia ora, I moved into a rural property a couple of months ago and was just checking the rain water tank to see where I can turn the water supply of if needed and found it to be completely rusted. The handle is loose and if I try to turn it, it will snap off. I need someone to replace this for me as I'm not that familiar with rain water tank systems. I have attached pictures for reference. Also, if possible I need someone to replace the filter cartridge under the sink, Purtec heavy duty FP M10 series, as I need to be able to turn off the water to do it. Thanks. Ember
