Blocked drain - toilet still flushes but slowly

Toilet flushes slowly. There is some type of blockage. When using the shower by the toilet there is bubbling coming from the toilet (some sort of back pressure). I have been advised that a family member recently deposited cotton balls down the toilet so this is probably what has caused the issue.
