Toilet Water Running, Bathroom Tap Loose, Watering System Tap Not Working

1. Two toilet bowls - water is running down the back of the internal bowl. 2. Bathroom Basin tap has come loose. The metal tightening ring which holds the tap and hoses tight into the hole has rusted. 3. Watering system has a double tap connection joined to an outside tap. One tap is on feeding the watering system and works correctly. The second adjoining tap intially released water but water also escaped from the connection. I wrapped it in plumbin tape to stop the escape of water. Then the tap started to drip and now it won't release any water.
