Screed and plaster finish on painted wall

We have recently pealed off a failing membrane which bubbled due to moisture on this wall. We then painted the wall but have a different finish on the bottom third of the wall due to us removing the screed along with the paint. Ideally we want a new screed put on the whole wall with the "rubbly" finish we currently have to get a complete, uniform look. Wall is only about 4 m long.
