Plaster over textured walls

My lounge has textured walls. I would like to plaster over the texture so the walls are smooth. There is roughly 21.5 square metres which will require plaster. In addition to the texture on the top half of the walls there is a lower trim of wooden panelling which runs around the room. This will be removed (there is bare gib underneath - as shown in the photo below) so that the plaster can be applied skirting to ceiling. I would like the walls to be suitable for painting at the end of the job.
