Replaster cracks in concrete foundation wall

To repair/ replaster an exterior brick/concrete basement wall of a 1940's ex state house. Existing wall has cracks and top portion sounds hollow when tapped. Have been advised by a bricklayer that solid plastering is required rather than a structural repair with bricks/blocks.
