Replace bathroom towel rail

As per the pic, the plasterboard/gib in the bathroom hasn't taken to the moisture too well and the fixture holding up the towel rail has come off. Am not sure if it's as simple as putting in a couple more holes or if part of the gib needs to be replaced. The unit is currently tenanted, so would prefer if this was completed with minimal hassle.
