Fix problem that caused wet skirting and Gib board

Moisture meter shows high reading 28%-40% at two sections of the skirting and Gib board at the entrance hallway (2m long section) and at one side of the garage (3m long section). Suspect penetration of water through the bolts that secure the timber base plates to the concrete foundation. Removal and relocating the bolts and sealing the hole with epoxy may be required to fix this problem.
