Question please about my banister

I want to repaint my banister myself. The paint is peeling off, I painted white on top of chalk paint and it's peeling. Do I need to peel the whole banister of the white paint or can I paint on top? I might paint chalk paint on top but of course don't want it to peel later on. Any advice please
