Troubleshoot down-lights acting up on dimmer circuit + replace another switch

We have six downlights an a switch with a dimmer. Last night the brightness of the lights started fluctuating so I turned them off. This morning they will not switch on. Nothing appears to be wrong at the switch board. Needs attention from a sparky I think! 2nd job is to fix or replace a triple switch in the bathroom as the light switch sometimes gets physically stuck in OFF position.
