Retaining for parking area and paperwork

We are looking to put a carport on our front section and need a contractor to make the flat platform for this via (preferably) 2 new timber retaining walls as close to the front boundary as possible and provide sloped access to the existing driveway. The new retaining walls are to match (in style) a new timber retaining wall we've just completed further up the slope. We also need you to manage the council consent process for the retaining work but not the carport itself (which we will erect at a later date). We can clear the existing vegetation when appropriate. Will try and attach photo of previous owners blue car parked on the hill in question and rough cross section of what we're trying to achieve.
