Replace Rotten Retaining Wall Posts

Need to replace 2 retaining wall posts that have rotted away at the base of the concrete they are mounted in. Either removal of the remainder of the post in the ground (nearly impossible in my opinion) or cut the surrounding concrete, remove, then dig out old post remainder and concrete in new posts. It's a small retaining wall beside steps
