Re-do retaining wall

my house currently has some sections of retaining wall that are joined to the back deck/walk way, which in turn are joined to the house. The prior owners filled in the original space with dirt for herb gardens. I am after a new retaining wall set back from the original one about a meter or so, taking and push off the house. There is also a new area that will need to be retained. Most of the wall is about 0.8 metre and the new one is not greater than 1.6. I don't see where permits would be needed.
