Tilling compacted earth

I need a small, triangular-shaped section of garden tilling. The earth is heavy with clay, compacted and needs sand and compost mixing in (materials additional cost) then smoothing out to get rid of bumps and dips. The garden has a slight slope. Access to the section of garden is via a small stair. The job *might* lead onto levelling a section for a patio and patio construction.
