Gazebo/Retaining wall to be made legal

I have a ?20m2 gazebo and wooden retaining wall on my property that is not permitted. I want someone to go through the process of making it legal with the council and getting it put on my property title. The retaining wall is rotting and falling down and needs replacement, but I want it built to whatever standard the council requires. Gazebo roof is relatively new and has been rebuilt. A quote is required first for all that thus entails, please.
