Large water tank site preparation

We need a site prepared for installation of a 30,000 litre plastic water tank using 100mm deep compacted sand (must be free from rocks, stones, etc). Some minor excavation may be necessary to make surface flush with surrounding ground. The site needs to be 4.6 metres in diameter, flat, firm, level and stable, and boxed in with 4x2 treated timber and stakes. We would prefer an octagonal base. Tradesperson to supply all materials. Hoping to have this done on Saturday 7th Oct, but depends on completion of demolition of existing concrete tank (separate job posted on Builderscrack for demolition).
