New Lawn for Front and Back yard.

I have a small patch of lawn in the front and a similar size patch at the back of the house. Right now its not proper lawn and has weed and the soil retains a lot of water in winter. I want to have a good lawn laid and some flower plants planted. Also, there is a tree in front of my house that I'd like to remove and put some good flower plants or lawn.
