to extend the car port further down

I have a small car port next to my house that I need to extend to the end of the boundary to make it longer , there will be some earth work including retaining walls , tree removal and the removal of the existing retaining wall , not sure if there is a services (gas/telephone line etc) under the current elivated garden I have the council CD for th eboundary. also to finish the grownd with suitable water absorbant floor and to change the existing fence to the new white plastic fence.
