Creating new permeable parking space

Excavating existing soil (approximately 10-12 inches over a 5m x 5.5m area), remove existing fence (6m long), level ground, install compacted base (sand), lay permeable parking (gravel in plastic forms) to be level with adjoining concrete driveway. Possibly erect new fence with gate over 7m span (2m high closed boards).
