Underfloor insulation fix up and installation

I have been recommended to fix my underfloor insulation and install a ground moisture barrier. There is existing foil and insulation that looks like pink batts under the floor of my townhouse already, but the insulation (pink batts?) appears not to be secured properly and i understand that it is recommended that old foil insulation is removed. I am after a quote for services to complete the jobs outlined above. The underfloor area is accessed by a side door. The townhouse is built on a hill so some areas of the underfloor will need a tall ladder to reach. I would expect the tradie to procure the ground vapour barrier and install it. The insulation can likely be re-installed once the foil is removed.
