Ceiling and underfloor insulation (remove old ceiling insulation fluff)

The house is a 1980's weatherboard house with concrete roof tiles. Has access to the ceiling and access to the underfloor. Area of house 7m x 11m = 77m2 The ceiling has the old paper fluff that needs to be removed and replaced with polyester insulation. Also want the underfloor insulated. Please provide options here.
