Heat-pump installation

I would like to install a Mitsubishi GE71 hung wall heat-pump in the middle of living room wall, the out door and indoor units distance are about 3.5 mitre,all the pipes go through under floor. it's better to lay out a single new electrical wire to connect to the house main power point. So this should a qualified people to complete and need a certificate.
