Heat pump repair

I have a Toshiba heat pump that has stopped working. It was functionally well until we had the interior of our house painted and the cover was removed for better access then replaced. After replacing the cover and filters etc it now only runs for 10 seconds and without the fan spinning before the operation light flashes fast then it turns off.
