Accessibility Ramp

My parents rear access is via 3 concrete steps without a handrail. After a broken hip access via the steps isn't viable and we need a ramp from the footpath that runs adjacent to the unit up to the height of the entrance with a hand rail and a middle rail on the outside. We need some kind of non slip surface. Photo's and some measurements will be uploaded shortly.
