Weatherboards & window replacement

A few of our weatherboards have some rot and others have considerable borer damage. We would like to have these boards replaced. In addition, previous dwellers have screwed a bedroom window shut and painted it. We need the best solution for a functional window that meets the healthy homes standard. Other external wood on windows is brittle, would like to understand options to remedy. All these issues on the sunniest side of the house.
