Curtain tracks

We need to install curtain tracks a quarter of the way down a window due to a bulkhead being installed at the top. This means we have to attach blocks of wood on each side of the window to screw the curtain track brackets into (we think), as behind the track is glass. There are 6 windows and for the two in the photo, the wall in the middle is concrete, so the wood needs to be attached to a concrete block. The track will go along window under the small windows at the top. We can explain this better in person. We need this done ASAP as the apartment is going up for rent this weekend.
