Handyman needed to stop water in under a door

When it rains, water runs into the basement. Can you build a small concrete edge/lip in front of the door or make a small gutter/ drain channel in front of the door to stop this water coming into the basement? Also water pools on the bottom step. Can you concrete a slope to help it run away?
