Servicing timber window latches x12

We are renovating timber windows, and need to have the latches serviced/repaired before we can paint. All of the latches are of the style in the picture attached. 4 windows are sealed shut due to previous bolting or sloppy handiwork/painting, these all need to be unsealed. A few latches are bent or have bung screws. Our plan is to sand and paint the internal windows, we just need to have the latches serviced beforehand. All of the latches need to be removed, soaked in paint thinner to remove excess paint and re-attached to the windows and secured. Happy to pay per hour given the nature of the work.
