Build a trap door (outdoor deck)

I have a swimming pool pump in an extremely inconvenient location - directly under a deck. It appears to be built in before the deck was constructed. I would like to gain easy access to the under-deck space thus would like to build a trap door in the deck. It needs to be big enough to fit a man through. See photos - I envision the door to be cut next to the wall beside the small pipes that jut through. You would need to provide all hardware (hinges, handle etc)
