Install chandelier and hang railing on concrete wall

We are in need of a person with a very tall ladder (4 or 5m) to hang a chandelier on a high ceiling (the electrical part is done, this is just attaching the balls off it). Also, I have a 1meter long metal rail that was installed on a concrete wall in my workroom. This fell down and we’ve since patched that wall and painted that room. We now need the rail reinstalled.
