Patch holes in the walls inside the house

Holes need to be patched, also plastered and sanded smooth. We got the Asbestos testing done, unfortunately that's how it was left once done. Total- 34 holes. Pics attached for reference. Budget- $600 more pr less. House is vacant so access can be arranged.
