Mounting 4 screws to an exterior wall

Hi I attempted to mount a few screws into the wall so I could attach a camera but the screws wouldn't go in. I dont have the proper tools to complete this job. I have two pieces of plastic similar to the picture attached that needs to be mounted to the wall on the outside of my house. Should be a quick 15min job. Located in flatbush auckland.
