Can this even be done?

Hi there. I would like a Trade Tested Stream line Swift Dry fold up washing line installed on the side of my son's sleep out but I don't want bolts to go into the sleep out, breaching the waterproofing. I'll add pics of the side of the sleep out, and also the concrete ground under the sleep out. Anyone got an idea and keen to do it? Thanks, Hannah.
